Japan will establish a new organization within the Cabinet Secretariat next week to act as a “control tower” for addressing crimes committed by foreign residents, Prime Minister Shigeru Ishiba announced on Tuesday.
The unit aims to coordinate cross-ministerial efforts to ensure public safety while fostering an inclusive society. “We will promote various policies comprehensively to realize an orderly and inclusive society with foreign residents,” Ishiba said, urging ministers to propose concrete measures.

Chief Cabinet Secretary Yoshimasa Hayashi emphasized the importance of foreign workers for Japan’s economic future but acknowledged public concerns. “There are situations where people feel uneasy about the misuse of systems or crimes by some foreign residents,” he noted.
The initiative highlights Japan’s dual focus on integrating foreign residents while addressing public safety concerns.
