Japan is set to implement significant changes to its startup visa program starting April 1, 2025, aiming to attract global entrepreneurs and foster innovation within its borders. The most notable change is the extension of the visa’s validity from six months to two years, providing foreign business owners with more time to establish and grow their ventures in Japan.  

Understanding Japan Startup Visa

Japan’s startup visa is a specialized residency program designed to encourage foreign entrepreneurs to establish businesses in the country. Historically, the visa was limited to certain regions and required entrepreneurs to meet specific conditions, such as securing office space or investing significant capital. The upcoming changes aim to make the program more accessible and flexible, thereby attracting a broader range of international talent.  

Key Changes Effective April 2025

The primary change is the extension of the visa’s validity period. Previously, the startup visa was issued for six months and could be renewed once, allowing for a maximum stay of one year. Starting April 1, 2025, the total stay duration has been extended to two years. However, the initial six-month visa period remains unchanged, meaning entrepreneurs can now renew their visa multiple times within the two-year framework.

This extension offers several advantages for foreign entrepreneurs:

Support for Foreign Students

The updated program also simplifies the process for foreign students in Japan who wish to transition from a “Student” visa to a “Business Manager” visa. This change eliminates the need for students to leave Japan to change their visa status, thereby encouraging entrepreneurial activities among the international student community.  

Increased Immigration Application Fees

Alongside the visa extension, Japan will implement increased immigration application fees starting April 2025. For instance, the fee for changing visa status or extending a stay will rise from 4,000 yen to 6,000 yen for physical filings and 5,500 yen for online filings. The fee for permanent residency applications will increase from 8,000 yen to 10,000 yen. These adjustments are part of broader statutory updates aimed at enhancing Japan’s immigration system.
