License Rules in Japan: Starting October 2025, foreign nationals looking to convert their driver’s license in Japan will face stricter regulations, according to a draft announced by the National Police Agency. This move follows several high-profile traffic incidents involving foreign drivers.
The revised rules require applicants to submit a valid certificate of residence during the license conversion process. Previously, foreign visitors could use temporary accommodations such as hotels as their address—this will no longer be accepted.

Renewals of converted licenses will also require documentation, including a residence certificate, foreign residence card, or a special permanent residency permit.
Exemptions will apply to diplomats, U.S. military personnel, and professional race car drivers, who can use documents from their respective organizations.

The number of conversions has risen sharply in recent years—from 48,885 in 2019 to 75,905 in 2024—prompting concerns about oversight and road safety.
