The initiative aims to strengthen Japan’s space security by reducing the time needed to restore essential satellite functions. Satellites play a critical role in communications, positioning, surveillance and other activities that support national security.

¥70 Million Allocated for Research

The ministry has allocated approximately ¥70 million from its fiscal 2026 budget for the research initiative. It plans to assess proposals based on development costs, manufacturing methods and the time required to produce rockets.

Officials are expected to select a contractor by February 2027. The study will help determine the technical requirements for creating a rapid-response launch system suited to Japan’s security needs.

Exploring New Manufacturing and Launch Methods

The proposed research will examine ways to manufacture rocket components more efficiently, including the possible use of 3D printing and other advanced production technologies.

The ministry is also considering different launch options, including launching rockets from land, the sea or aircraft. These approaches could provide greater flexibility and help Japan respond more quickly if a replacement satellite is urgently needed.

Reducing Reliance on Overseas Launch Services

Japan currently relies on overseas rockets for about half of its satellite launches, according to the reported government figures. Developing domestic rapid-launch capabilities could help reduce this dependence and strengthen the country’s ability to maintain essential space infrastructure during emergencies.

In an October 9, 2026, press conference, Defense Minister Shinjiro Koizumi said the ministry had begun studying responsive space launch capabilities. He emphasised that restoring satellite functions quickly could be a national security priority if satellites were lost during a contingency.

Supporting Japan’s Space Industry

The initiative is also expected to encourage innovation among Japanese private companies and strengthen the country’s domestic space industry. The ministry hopes that research into more flexible launch systems will contribute to the development of internationally competitive technology.

Collaboration between the government and private-sector specialists will be important in assessing the cost, manufacturing requirements and practical feasibility of the proposed systems.

Final Word

Japan’s Defense Ministry is exploring small rockets that could rapidly deploy replacement satellites during emergencies. With ¥70 million allocated for research and a contractor selection planned for February 2027, the initiative aims to strengthen space security, encourage domestic innovation and improve Japan’s ability to restore essential satellite services.
