Japan and US Partner on Training Program for ASEAN Energy Sector
Japan, in collaboration with the United States, is set to launch a new development program aimed at enhancing the capabilities of the energy sector workforce in member states of the Association of Southeast Asian Nations (ASEAN). This joint initiative, commencing in fiscal 2025, intends to pave the way for smoother entry of Japanese companies into the energy markets of these Southeast Asian nations.
Initiative Aims to Facilitate Entry of Japanese Companies 
A key objective of the program is to encourage ASEAN member states to adopt Japanese safety standards within their energy sectors. This standardization will make it more favorable for Japanese firms to secure contracts for plant maintenance and inspection services in the region. Japanese companies possess extensive expertise in these areas, and the adoption of their safety standards will position them competitively for tenders issued by ASEAN governments and businesses.
Training Focuses on Safety Standards and Advanced Technology
The program will involve inviting administrative officials from ASEAN member states to Japan. Here, they will participate in lectures delivered by specialists from both Japanese and US public and private sector entities. The training curriculum will have a specific focus on safety regulations and standards employed in Japan and the United States for the operation of nuclear power plants and liquefied natural gas (LNG) facilities.
By incorporating Japanese safety standards into their power plant operations, ASEAN countries can enhance the overall safety and efficiency of their energy infrastructure. Furthermore, Japan intends to leverage this program as a platform to introduce advanced decarbonization technologies to these nations, thereby supporting their efforts in achieving cleaner energy production.
Program Aligns with Japan’s Focus on the Global South
The fiscal 2024 supplementary budget allocated by the Japanese government earmarked approximately ¥150 billion for initiatives that strengthen collaboration with the Global South. This designation encompasses developing nations and emerging economies, including India and the member states of ASEAN.
In recent years, Japan has increasingly emphasized the strategic importance of the Global South in upholding a free and open international order. This policy shift led to the formulation of a concrete strategy in June 2024, aimed at solidifying partnerships with Global South nations. Under this framework, these countries are viewed as key collaborators in shaping the future of the global economic landscape. The policy also prioritizes actively supporting the ventures of Japanese companies in sectors like artificial intelligence and decarbonisation technologies, aligning with the goals of the new ASEAN energy sector training program.
This program presents a mutually beneficial opportunity for Japan, the United States, and the ASEAN member states. By collaborating on knowledge sharing and technological advancements, all parties involved can contribute to a more secure, efficient, and sustainable energy future for Southeast Asia.
